滋賀の女児2人が死亡

まだ幼いのに大変な目に合ってしまいましたね。毎年数十名の方が山や海で亡くなっておられます。
娯楽としては楽しめますが安全にも注意して無事に夏休みを終えられるといいですね。

31日午後1時ごろ、高知県四万十町の四万十川で、キャンプに参加していた滋賀県甲賀市信楽町の小学5年藤田真衣さんと同町の小学6年美馬沙紀さんが遊泳中に流されたと消防に通報があった。

消防署員が100メートル下流の水底に沈んで2人を救出したが、6時間後に搬送先の病院で死亡した。死因は水死。県警窪川署などによると、2人がおぼれた現場は水深約1メートル。水量や流れは普段と変わらなかったという。

民主党の勝利は「敵失」

民主党に今回だけは特別に期待感があるという話はききませんね。とりあえず自民を失脚させたいという思惑が
かけひきとして現れている気がします。まずは安倍政権ないの改革が最優先でしょうね。

高木剛会長は民主党について、「次の衆院選に向け、政策準備をていねいにやってほしい。解散だけにギラギラすると国民の支援を失う」と語り、衆院解散に追い込むための与党との駆け引きより、自らの政策の充実を目指すべきだと提言した。高木氏は「敵失」だったと分析した。

続投については、「国民の多くは安倍政権の現状に不満を持っていると、誰もが思わざるを得ない結果だが、（続投の是非は）政権の中で議論する話だ」と語った。

高2男子、川で流され死亡

毎年多くの人が海や山でけがしたり亡くなったり。娯楽なので規制できないしかといって１００％の安全を求める
とんでもないお金がかかってしまいますもんね。やっぱり家でごろ寝が一番ですね！

29日午後2時半ごろ、山形県舟形町長沢の最上小国川で、新庄市鳥越の高校2年佐々木悠さん（17）が深みにはまり流された。友人が消防に通報し、佐々木さんは病院に運ばれたが、間もなく死亡が確認された。

　県警新庄署の調べでは、佐々木さんは同日午後、友人の高校生2人と最上小国川に遊びに来ていた。魚を捕るため水深約2メートルの川に潜っていたが、深みにはまり約20メートル下流に流されたという。

漁船火災天売島から留萌港にえい航

船の中で亡くなるケースというのは珍しいケースですね。燃料切れで通信できなくて食料が尽きたとか？？
実態については調べにくいことですがご遺族からすると詳しく知りたいでしょう。

北海道・天売島沖の日本海で火災が発生した青森県むつ市の大畑漁協所属イカ釣り漁船「第３１宝昌丸」は２８日、現場から約１０５キロ離れた留萌港までえい航され、第３管区海上保安本部の特殊救難隊が船内を捜索した結果、３人の遺体を発見した。遺体は、行方不明になっている３人とみられ、身元確認を急いでいる。

勧進元から抗議が殺到しているが、同部内には高田川契約推進担当副部長（元大関前の山）は「巡業を甘く見ると大変なことになる。今から出たいと言ってもお断りする」と語った。
朝青龍は巡業不参加が25日に、帰国中のモンゴルでサッカーをする姿が、放送された。

社保庁監視委が業務センター視察

一般の会社員に比べ業務改善の意識が少し低いイメージはあります。それでも友達のご両親の公務員は

社会保険庁の業務を監視する総務省の年金業務・社会保険庁監視等委員会（委員長・葛西敬之ＪＲ東海会長）は高井戸庁舎（東京・杉並区）と、三鷹庁舎（東京・三鷹市）を視察した。

視察後、未統合となっている約５０００万件の年金納付記録照合作業について、同センター幹部が「社保庁本庁から指示がなく、作業を始めていない」と説明したことを明らかにした。照合作業は、ソフト開発に数か月かかり、未入力データの入力方法も決まっていない。

新潟県を放射能の風評被害直撃

確かに放射能を含んだ魚介類を食べることになったらという不安もわかります。それでも原発があることで
税収等で町が潤っていることも確かですし。原発と観光業の両立も難しいですね。

新潟県中越沖地震で起きた東京電力柏崎刈羽原子力発電所の放射能漏れが、観光地に風評被害を広げている。かき入れ時を迎えた県内の旅館やホテルのキャンセルはその後も事態は深刻だ。

柏崎市から約３５キロ離れているが、いつもなら新鮮な海の幸を求める観光客でにぎわう「魚の市場通り」は閑散としている。店主の大倉英雄さんは「物的被害は時間がたてば直るが、原発がらみの風評は我々にはどうすることもできない」とこぼす。

天下りＯＢヒアリング省庁出席要請せず

みんな自分が損することは嫌でしょうね。それでも実権を握っているのは５０を越えた有識者そうです。
経験的に若い人が務まりにくいのはわかりますがどうしても自分の世代自分の属する層を中心にした考えになりますね。

天下り斡旋（あっせん）の実態を把握するため、有識者懇談会が行う公開ヒアリングへの出席を、対象となった事務次官経験者７人全員が拒否したとされた問題で、実際には出身省庁側がＯＢに出席を要請してかったことが分かった。

再就職斡旋を「官民人材交流センター」の制度設計を検討している有識者懇談会（座長・田中一昭拓殖大名誉教授）が実施。
４省を対象に、斡旋を担ってきたとみられる官房長と、斡旋を受けた可能性が次官ＯＢ７人の出席を求め、その模様をインターネット中継で公開することにしていた。

２５日にもヒアリングを行いたい考えだ。一方、ヒアリングで官房長は、天下り斡旋の事実を認めた。
今春以降も、再就職を斡旋していることを認めた。

魚試食で安全性アピール

「出雲崎の魚はとろけるようにうまい」。新潟県の泉田裕彦知事は22日午前、同県出雲崎町の出雲崎漁港で水揚げされた魚を試食した。地震で一部施設にトラブルが生じた東京電力柏崎刈羽原発。

わずか15キロ程度離れた漁港だけに風評被害は深刻だ。知事は満面の笑みを浮かべたパフォーマンスで魚介類の安全性をアピールした。

中越沖地震の避難所、テレビ局が隠しマイク仕掛ける

ひどいですよね。自分が他の人にされた場合にはどのように感じるのでしょうか。
スクープはプライバシー侵害の瀬戸際に位置することですね。

新潟県柏崎市内の避難所の１カ所にスタッフが隠しマイクを仕掛けていたいことが分かった。発覚、市災害対策本部がスタッフにマイクを取り外させ、厳重に抗議した。経緯は明らかにしていない。

隠しマイクをめぐってはＴＢＳが人気若手ゴルフ選手の石川遼さんの取材で使用しようとしたとして、問題化したばかり。
同日午後には避難所の１カ所で、住民から取材を控えてほしいとの要望が本部が報道各社に取材の自粛を要請した。

中越沖地震 コンビニは生命線

コンビニがある意味では町の倉庫になっていますね。一方送られたおにぎり等があまり大量廃棄したという
話も聞きます。災害への対策が進んでいますが各個人でも準備は忘れないようにしたいですね。

平成１６年１０月の中越地震、今年３月の能登半島地震でも現地取材を担当した目で被災地を見ると、その存在が年々大きくなっていることがわかる。

市内へ入る前に買ったチョコレートや柿の種をかじって空腹をしのいでいたら、市内のコンビニは軒並み営業していた。一軒に入ると、弁当やおにぎりは売り切れ。

飲み物の棚も、ビールや缶入りチューハイといった酒類以外は空っぽで、水やお茶などは即座に売り切れたらしい。
種類は梅とツナ、明太子くらいと少なかった。

三菱自、24万台リコール

確かに消費者のことを考えるなら届けは早い方がいいですね。もともとリコール問題で一度
大変なめ似合っている三菱ですから。それでも改革の遅い行政が企業に遅いといえるのかな。。。

三菱自動車工業は19日、エアコン冷却装置に取り付けたスポンジが燃えて、火災に至る恐れがあるとして、軽自動車「eK−WAGON」などリコール（回収・無償修理）を国土交通省に届け出た。火災が起きている。

同省によると、不具合があったのは、エアコンの利きを良くするため、冷却装置に熱が伝わらないように
設けたウレタン製スポンジ。その1年後に起きており、「リコールの届け出が遅い」と文書で
改善を指示する行政指導を行った。

ブラジル機事故

日本人でも普通にありえそうなお名前ですね。航空機は電車と共に交通で非常に大きな
役割をはたしていますが、今だに事故は０にはならないですね。乗るときに覚悟を決めて乗るかといわれると
そうでもないですね。

外務省の坂場三男外務報道官は18日午後の記者会見で、ブラジル・サンパウロ市南部で発生した航空機事故で
搭乗者名簿に記載があった「アキオ・イワサキ」氏について、現地警察がブラジル国籍の日系人であると
確認したと発表した。

　同氏については、日本人の可能性もあるとして在サンパウロ日本総領事館が確認を進めていた。

自民・大仁田氏が離党届

タレント議員さんの中で活躍している方は少ないですね。一部の有名議員さん以外は顔もしりませんし。

今回の参院選に出馬せず政界を引退する自民党の大仁田厚参院議員は17日、「一身上の都合」を理由に党本部に
離党届を提出した。

事務所によると、大仁田氏は参院選で政党に関係なく個人的に親交のある候補者を応援する予定。
自民党は参院選後に党紀委員会を開き、離党届の扱いを決める。

宮崎県庁裏金さらに数億円

裏金に近いグレーなうら金もけっこうありそうお役所だけでなく大企業の多くも実際は隠れた
ものがうじゃうじゃあるんでしょうか実は。

宮崎県庁の裏金問題で、東国原英夫知事は１６日の講演で「（裏金の）上積みは１０年間で億単位になる」と述べ、これまで明らかになった以外に数億円単位の裏金の存在があることを明らかにした。県庁ではこれまでに、４７部署で
裏金が確認されている。

事務用品や代金や、購入した物品の値引き後の差額を販売業者にプールさせる「預け」の方法を利用する手口だった。
全部署と取引業者を対象に、「預け」の実態や、発注した品目と物品を購入する「書き換え」による裏金がないかを調査し、８月末をめどに予定。

携帯電話で出欠確認

青森大（青森市）が２００５年に開発した「携帯電話による出欠確認システム」が、ほかの大学でも使われ始めた。出席状況が一目で分かり、教員の労力も大幅に軽減できるのがメリット。確認方法は、講義中に教員が１けたの数字を発表。

携帯電話で、数字と講義名を専用サイトに入力する。無作為に選んだ数人に、起立して名前を告げるよう求めるメールが届く。サイトには履修登録や休講などを知らせる掲示板の機能もある。

開発した福永准教授は「わずかな労力と時間で講義への出席を促せる。大学生の学力低下が問題となる中で、大学教育の改革につながる」と話している。

安倍首相乗った車に警察車両追突

選挙も前途多難ですね。有識者たちのコラムではやめてほしいという意見も多いですが

国道２６号交差点で、参院選の遊説のために大阪入りしていた安倍晋三首相の乗った乗用車が
玉突き事故に後方の警察車両に追突された。車にほとんど損傷はない程度で、首相ら関係者にけがはなかった。

大阪府警によると、秘書官らが乗った大型タクシーが、赤信号のため停止した警備中の警察車両に追突。
ずみで警察車両が、前方の安倍首相の乗った車に接触した。首相は同じ車で遊説先に向かい、日程などに
影響はなかったという。

市川海老蔵さん足を負傷

いろいろお騒がせ中の海老蔵さんも大変なことになりましたね。サトエリさんからのうらみの念が

大阪松竹座で開かれている「七月大歌舞伎」に出演中の人気若手俳優、市川海老蔵さん（２９）が１３日、
足のけがのため舞台の一部を休演した。

１４日以降も休演する予定で、代役をたてる。公演は２６日まであるが、いつまで休演するかは未定。
海老蔵さんは１３日昼の部の「鳴神」に出演後、足を負傷したという。

ネット殺人被害者長男と孫の懲役刑確定

殺害の報酬２００万なんてすごく安い報酬ですよね。以後罪を背負い続けなければならないから。
ネットで簡単に知らない人と知り合えることは便利ですが、こういう犯罪につながる使い方もありますね。

長野県松本市で（当時７６歳）が殺された事件で、インターネットを通じて殺害を依頼したとして殺人罪に
問われた長男の野本富貴と享孝（みち（たか（２７）両被告に対し、最高裁第３小法廷（近藤崇晴裁判長）は１０日付で
、被告側上告を棄却する決定を出した。

富貴被告の無期懲役、享孝被告の懲役１３年が確定する。　２審・東京高裁判決によると、両被告は
財産目当てに力さん殺害を計画。富貴被告がネット掲示板で片山直哉受刑者（３７）＝無期懲役判決が確定＝
に殺害を依頼し、実行させた。享孝被告は片山受刑者への報酬２００万円を用意した。

白骨体稲城のアパート

この状況ではどう考えても女性がかかわっているとしか思えない状況ですね。それにしても今まで
よく大家が調査しないで済ませたなという状況です。この状況で2年間耐えられた精神もそうとうなものですね。
同じ部屋でなくても同じアパートに入ることさえも拒否したくなってしまいそうですね。

一室から成人男性の白骨遺体が見つかった事件で、遺体は一昨年秋ごろには可能性が高いことが分かった。
同年終わりごろには住民が強烈なにおいに気付き、昨秋には押し入れに虫がわいたことを理由に階下の住民が退去していた。
などによると、遺体は押し入れから、大量の観葉植物用の培養土に状態で見つかった。

全身白骨化していた。階下では押し入れ付近の天井でウジ虫が発生し、室内に落下したことが住人は昨年１０月末に転居した。一昨年終わりから昨年初めにかけ、アパートではハエが大量に発生し、強烈なにおいが漂う騒ぎとなった。
押し入れは前面が布でうえ、タンスが置かれていた。頻繁に香をたいていたといい同課は腐敗臭を
消すためだったとみている。

すごいですねマスコミなどの利権争いが。日本やアメリカに関わらずマスコミが芸能人に群がるのは

選手の結婚式が7日パリ中心部の教会で行われた。

裏口からこっそりと教会に入った。報道陣が教会に集まったが、警備員たちが手にした黒い傘を
広げて写真を撮るのを妨害した。

結婚式の写真の権利は、「OK！」誌が200万ドル（約2億5000万円）で独占的に買い取ったと伝えられる。
2人は6日にパリ市役所で入籍を済ませたがその際も報道陣を避けた。

校内で女子生徒ける、男性高校教諭

足の裏を押し付けたという表現がすごいですね。これが本当かどうかはわかりませんが生徒たちにはかなり
嫌われているようですし、保護者の建前から部が悪そうです。またすぐに逮捕されちゃうのにも驚きですが。
確かに先生が教育するのは義務かもしれませんが指導に従うかどうかは生徒に権限があるのも事実です。

埼玉県警飯能署は同県入間市仏子、県立飯能南高校教諭岡村能成容疑者を傷害の疑いで逮捕した。調べによると、
岡村容疑者は同校の校舎１階で、２年生の女子生徒の腹をけり、軽傷を負わせた疑い。

岡村容疑者は校舎２階で、バンド活動の打ち合わせをしていた２年生７〜８人のグループに帰宅するよう注意。
生徒が持っていたライブで配るアンケート用紙１枚を持ち去り、取り返しに来た女子生徒らともみ合いになったという。
調べに対し、岡村容疑者は「足の裏で押しつけただけ。生徒に囲まれて危険を感じやってしまった」と供述している。

万引き三浦和義被告が全面否認

実際のところはどうなのかわかりませんね。役員をしているくらいなので万引きなどする必要ない
と思いますし。かといってコンビニ側も偽証して得られるメリットもないと思いますし。

コンビニエンスストアで万引きをしたとして窃盗罪に問われた神奈川県平塚市、会社役員、三浦和義被告
（５９）は６日の横浜地裁小田原支部の初公判で「記憶する限り万引きは一切していない」と起訴事実を
全面的に否認した。罰金３０万円の略式命令を受けて罰金を納付したが、略式命令を不服として正式裁判を請求していた。

原爆は人類への挑戦

この件に関して不思議なのが一つ。中国の従軍慰安婦などの問題で日本が訴訟されていますが、
日本では原爆投下への一般民の訴訟などできませんよね。確かにアメリカの投下行為はやりすぎなのは
確かです。というより当時のアメリカ政府には実験的感覚さえあったような気がします。

小池百合子防衛相は4日夜、就任後初めて広島、長崎への原爆投下について「現実問題として多くの方が亡くなられ、
今も後遺症に苦しんでいる方が大勢いる事実を直視すべきだ」とした上で、「歴史的評価は人類にとって挑戦、
人道的には認められないことは明らかだ」と述べ、米国の投下判断を厳しく批判した。

一方で小池氏は、日本が米国の「核の傘」に守られていることに関しては「日米安保条約の下、米国との
関係を引き続き堅持し、現実的な抑止力は確保すべきだ」と語った。

発言については「（日本が）核廃絶の旗振りをし、核不拡散の動きでリーダー役を務める上で
『しょうがない』と言ったら、そこで終わってしまう」として、不適切との認識を示した。

政府は被爆体験に無理解

最近は失言を問われて辞任に追い込まれるケースも多いです。でも考え方っていろいろあっていいと思うんです。
防衛相の発言は確かに日本の被爆者には無理解かもしれません。それでもアメリカ軍の方たちも原爆で決着を
つけたいほどつらい戦争だったのかもしれません。どちらの立場が正しいと言い切れるものはないかもしれません。

久間章生防衛相の辞任を受け、広島市の秋葉忠利市長は記者会見を開き、「政府は被爆体験の重みについて十分な理解を持っていない」と批判。「被爆者のメッセージを受け止めてほしい」と閣僚らに広島、長崎を訪れるよう促した。

　同市長は会見で、4日に首相官邸に出向き、核廃絶に向けた取り組みを求める安倍晋三首相あての要請書を手渡す予定を明らかにした。久間氏の発言などに対し遺憾の意を表明するという。

スナック乱射、実行役死刑求刑

確かに抗争に一般市民が巻き込まれるのはいい迷惑ですね。ただどんなことをしても死刑にするか
どうかは異論がある話ですよね。亡くなった方の遺族も死刑になったところで気持ちがおさまりませんし。
射殺した本人はどんな気持ちで判決を聞いていたのでしょうか。。。

前橋市のスナックで２００３年１月、暴力団抗争の巻き添えで市民ら４人が射殺された事件で、実行役の
１人として殺人罪などに問われた指定暴力団住吉会系暴力団幹部山田健一郎被告（４０）の論告が２日、
前橋地裁（久我泰博裁判長）であった。

検察側は「反社会的かつ残虐性に満ちた行為」などとして山田被告に死刑を求刑した。
